Permits have traditionally been analog processes centered on paperwork and face-to-face interactions. However, waves of AI and technological innovation are reaching this sector too. AI permit automation is emerging as one of the fastest-growing areas in the global PropTech (Property Technology) market.

Starting with global cases: US-based CivCheck developed an AI system for automatically reviewing building permit documents. They're achieving results of reducing permit review periods from 6 months to 6 days. They report 80% reductions in permit approval times and preventing $50,000-$500,000 per project in design change costs in advance. Another startup, Symbium, provides services where AI automatically reviews building codes to predict permit approval probabilities.

Changes are beginning in Korea too. Korea has approximately 500 PropTech companies with accumulated investments exceeding KRW 6.4 trillion. However, digitalization in the permits sector is still in early stages. But government-level movements are accelerating.

The most noteworthy change for 2026 is the Ministry of the Interior and Safety's 'AI Government24.' Q1 pilot services and Q4 official launch are scheduled. AI will analyze applicants' situations to automatically guide necessary permits, with some permits processable through one-stop procedures completing all processes with single applications. This year will pilot with general restaurants and beauty businesses, but expansion to industrial sectors like factory establishment is expected based on performance.

Additionally, 78 local governments are introducing AI permit pre-diagnosis systems. These systems aim to reduce unnecessary rejections and revision requests by having AI pre-diagnose requirement compliance before applicants submit permits. Expected effects include average 3-month reductions in permit periods and annual KRW 37 billion in administrative cost savings.

Legal foundations are also being established. The Artificial Intelligence Framework Act, effective January 22, 2026, provides legal basis for AI utilization in public sectors. This law enables government agencies to actively introduce AI-powered administrative services. However, legal discussions continue regarding whether AI judgments can replace final permit approval/rejection decisions.

From field permit specialists' perspectives, AI cannot replace the 'entirety' of permits. Particularly discretionary act judgments, regional specificity considerations, and complex consolidated processing remain areas requiring human expert experience and judgment. However, AI assistance in repetitive tasks like document reviews, requirement verifications, and schedule management can significantly shorten permit periods. Collaboration between AI and human experts represents the future of permits.
